It is now clear that ireland will fall far short of its 2020 climate change target and face financial penalties. The Environmental Protection Agency (EPA) estimates that emissions will have fallen just 6% relative to 2005 levels by 2020 against a target of 20%. The SEAI has estimated that each percentage point by which we miss our target will cost between €65M and €130M.  The shortfall of 14% will be the biggest failure of any EU Country.
